Map manipulation software

I was wondering if anyone can suggest a map manipulation software package? Something I can draw projections, circles with certain radii, arcs, etc.

I don't own a Garmin so Mapsource does not look like an option for me.

Thanks Mike,I managed to download mapsource now.   I still can't download maps.  Sigh.  I can't even remember how to get the NCC trails into mapsource.   I've got a bunch of maps in my GPS but unless they are installed on mapsource. they don't transfer in.  Sigh.  I suck at this sort of stuff.  LOL

You can use any of the free KML circle generators to draw circles on Google Earth maps, for example: http://dev.bt23.org/keyhole/circlegen/
