I think common sense has a role to play here: there have been quite a few occasions where I either abandoned a search or refused to begin one simply based on the thought "what will someone think when they see this old fart snooping around" or "I just don't feel comfortable searching here".  I'd never hide one somewhere I would feel weird searching for 10 minutes.

Tweety`s Nest, http://coord.info/GC27C6J, was far enough from the airport property to be safe, I thought, but apparently the Ottawa police still had some issues with it....
Odd that Tweety`s Nest caused issues, yet 'On Final....Runway 25' (http://coord.info/GCHRW8) did not.

"On Final... Runway 25" is hidden in a spot where people have been watching planes for many years, long before the invention of geocaching.  So having people stop there and hang out for a while does not raise suspicions.   It's easy enough to find that geocachers usually spend less time there than the average plane watcher anyway.  And it's also a micro, which lowers a bit the odds of someone thinking it's a bomb...
